This paper is the result of a two-year process of policy analysis, discussion, and paper writing under the Irrigation Management Policy Support Activity (IMPSA). The proposed participatory management policy is based firmly on previous experience, and existing policy. Policy Paper No. 10 embodies the recommendations contained in the first nine papers produced under IMPSA, and proposes policies and strategies that would enable Sri Lanka to achieve the objectives stated in the Executive Summary.
