In August 1996 a team of two consultants were hired to conduct an independent evaluation of the American Refugee Committee Program in Tete Province, Mozambique. The program started in 1993 and ran for aperiod of 3 years. The overall goal of the program was to improve the health of approximately 140,000 residents, returnees and displaced persons in the target areas of Moatize, Changara, Chifunde and Mutarara districts of Tete Province.
