This report is the first volume of a five volume analysis of the Bicol River Basin in the Philippines. The first volume outlines the full report which provides a comprehensive plan for water resource development. The programs detailed in the report include agricultural and aquaculture practices, infrastructure, flood management, water pollution control, water supply , finances, education and health. This volume includes overall costs for the project.
