Total Sanitation Campaign, the only Government sponsored program to fund the rural sanitation needs has made a significant improvement but the quantum of investments is limited to fill the gaps and there are no immediate solutions. A large number of families not in the BPL list but not economically well off could not be covered under TSC. If not the incentives at least small loans can be an enabling factor for constructing toilets by them. Revolving fund is an innovative funding mechanism for financing construction of household toilets for such families in the rural areas.
