Only 22% of rural populations have access to reasonably safe water and 15% to sanitary excreta facilities. 77% of the urban population have access to piped water and 75% to sanitary excreta facilities. The UN Water Conference recommended national development policies and plans where appropriate to give priority to the supply of drinking water and sanitary waste water disposal for everyone in need. Formal mechanisms initiated by governments for policy and technical guidance have included national action committees in participating nations. It is the purpose of this document to address one aspect of such technical assistance namely the human resource development planning component of decade activities.
