The purpose of this paper is to propose an overall vision, a set of broad guidelines, principles, and objectives, for the future direction of irrigated agriculture policy in Sri Lanka, with an emphasis on irrigation management. The main focus of the vision is on irrigation management, especially the Policy for Participatory Management of Irrigation Systems. It also includes a broad look at the agriculture and water resources sectors, with special attention to the irrigated agriculture sector, in the context of the broader development of the country.
