The purpose of this report is to summarize the current state of the design effort for the Irrigation Advisory Service (IAS) in Egypt. As the efforts to improve the irrigation system in Egypt have evolved, there has been an increasing understanding that one area of critical importance is the management of the system by the farmers. Improving physical structures alone can only produce limited results.
