A major problem perennially faced by an agricultural economy like the Philippines is low agricultural productivity. With the scarcity of agricultural land that can be additionally cultivated, the country's thrust therefore is towards maximizing productivity in this sector to adequately feed the fast rising population and provide the necessary inputs for the growing industrial sector. This report outlines a study of the best management system of irrigators' associations in Bicol, the Philippines.
