At the request of the U.S. Agency for International Development (USAID) Mission in Jamaica, the Water and Sanitation for Health Project (WASH) sent a two-person team to Kingston in January 1989 to assist USAID's Regional Housing and Urban Development Office (RHUDO). RHUDO requested assistance in the preparation of recommendations for the water and sanitation aspects of the recently authorized Jamaica Shelter and Urban Services Program to be implemented by RHUDO and the National Water Commission.
