This paper is an attempt to get a better understanding about the problems of operating and maintaining National Irrigation Systems. The methodology involved gathering information on two levels - at the national level and at the system level. National level information were taken from secondary sources while system level information were generated through a survey of a few sample systems. Composed of two main parts, the first deals with information at the national level and the second part presents information on some sample systems located in different regions of the country.
