On March 4, the GNU Humanitarian Aid Commission (HAC) ordered 12 international non-governmental organizations (NGOs) and one international development firm to terminate programs in northern Sudan and cancelled the organizations' registrations after the International Criminal Court (ICC) issued an arrest warrant for Sudanese President Omar al-Bashir. In addition, the GNU HAC dissolved ordered three local NGOs to cease programs. According to the U.N., the donor community, and humanitarian agencies, program closure will significantly reduce the provision of life-saving assistance to the more than 4.7 million affected individuals in Darfur.
