This report presents the development of guidelines for project preparation and appraisal in water supply and sanitation. In 1988, a WASH Project team, financed by USAID's Regional Housing and Urban Development Office in West and Central Africa, assisted the staff of the Infrastructure and Industry Development Policy Division of the Central Projects Department of the African Development Bank in preparing a draft of the Bank Group's policy for lending in the water supply and sanitation sector.
