This report is the result of a request from the USAID Representative in Djibouti for Water and Sanitation for Health (WASH) Project assistance in formulating training-related interventions in support of urban sanitation activities in the City of Djibouti. Since Djiboutian Independence in 1977, urban sanitation problems have grown increasingly acute, especially in the areas of system operation, institutional coordination, manpower development, and management. The need to m re effectively support several major urban development projects has led the Government of the Republic of Djibouti (GROD) to officially request training assistance from USAID. This report contains a brief description of the current sanitation situation and the training-related sanitation needs arising from it. It proposes a process for identifying and developing training activities and includes a detailed outline for an interministerial workshop to begin the process.
