This paper is one of a series published by Volunteers in Technical Assistance to provide an introduction to specific state-of-the-art technologies of interest to people in developing countries. The purpose of this paper is to provide basic information and data for those individuals responsible for developing a safe, economical and practical water system for their communities. It examines various factors that must be considered before the development of a water system is started.
