Agriculture in Bangladesh has not, for the most part, traditionally involved irrigation; traditional irrigation methods, where used, have relied on surface water to supplement rainfall and have been carried out by individual farmer with little or no need to coordinate these activities with other farmers. farmers organization for irrigation therefore has no traditional precedent, and farmers' experience with water management for irrigated crops has been limited.
