The overall intention of the team is to provide specific, useful, and readily implementable suggestions. Recommendations are intended to provide ways to move a function now in place, with a history and momentum, toward increased excellence. This should be done without major disruption and without altering priorities in general. These recommendations will require the attention of top management at central and regional levels if they are to be implemented. Many can be implemented immediately; others will require specialized technical assistance.
