Local irrigation networks built, operated and maintained for the local people rather than state irrigation agencies are prevalent throughout Afia. This research discusses the nature and consequences of state assistance to such local system. Focusing on a single administrative district in the province of Aceh in northern Sumatra. What state assistance was given to what types of projects and what were the consequences of this external assistance?.
