This report presents the results of a snapshot institutional analysis of the GOES National Administration for Water and Sewers (ANDA) conducted during January 1989. The purpose of the institutional analysis was to assess ANDA's capacity to effectively carry out a proposed AID-funded "Public Services Reconstruction Project" to provide new rural potable water supply facilities.
